The Huntington Beach City School District (HBCSD) is proud to recognize three outstanding team members as our June Shoreline Standouts: Blake Silvaggio from Human Resources, and Dennis Bond and Melanee Chapman from Sowers Middle School. These three honorees embody the dedication, expertise, and genuine care for people that define what it means to be part of the HBCSD community.

Each month, the Shoreline Standouts program celebrates employees who positively impact their school communities, exemplify the HBCSD Learner Profile traits, and bring the District’s focus areas to life through their daily work. This month’s honorees are recognized for their resourcefulness, their commitment to students and colleagues, and the ways they consistently show up with skill, heart, and purpose every single day. As the culminating recognition of the inaugural year of the Shoreline Standouts program, this month’s celebration is also an opportunity to reflect on a full year of honoring the extraordinary people who make HBCSD such a special place to learn and work.

Blake Silvaggio - Certificated Personnel, Human Resources

Blake Silvaggio is recognized for the steady, collaborative presence he brings to Human Resources, a department whose work quietly underpins the success of every school and staff member across the District. Dependable, thorough, and always willing to go the extra mile, Blake exemplifies what it means to put the “human” back into Human Resources.

Nominators describe Blake as someone who consistently follows through without exception. When a colleague needs to complete a form or navigate a process, Blake doesn’t simply point them in the right direction; he takes the time to walk them through exactly what is required, step by step. He actively seeks answers when questions arise and collaborates across departments to ensure staff receive the specific support they need.

One nominator highlighted Blake’s willingness to think outside the box when standard approaches fall short, and his genuine investment in finding solutions that serve the people he works with. It is that kind of flexible, people-first problem-solving that makes his contributions felt far beyond the walls of Human Resources. As one nominator put it, HR plays a vital role in a school district’s success, and Blake’s collaborative spirit and dependability directly impact the morale and effectiveness of the staff who, in turn, serve HBCSD students.

Through his responsiveness, collaborative approach, and commitment to supporting every member of the HBCSD team, Blake’s work reflects the pillars of Supportive School Environments, Responsible Use of Resources, and Leadership Development while demonstrating the HBCSD Learner Profile traits of Resourcefulness, Self-Awareness, Caring, and Responsibility.

Dennis Bond, 7th Grade English Teacher, Sowers Middle School

Dennis Bond is recognized for the rigorous, purposeful, and deeply human approach he brings to teaching English at Sowers Middle School. A teacher who is equally passionate about literature, writing craft, and the young people in his classroom, Mr. Bond creates a learning environment where high expectations and genuine care go hand in hand.

Nominators, including parents, students, and colleagues, describe Mr. Bond as a teacher who engages his students in multifaceted ways, building a curriculum in which concepts build upon one another in a clear, purposeful progression. He designs instruction that leads students to genuine “aha” moments: the satisfaction of understanding something deeply enough to apply it to their writing. One student nominator captured it well, noting that Mr. Bond’s curriculum gives students a clear path of understanding, one where each new skill connects meaningfully to what came before.

Mr. Bond also brings exceptional resources to his students, including a personal classroom library that he lends to students throughout the year. One family shared that their son, who had struggled with anxiety and screen time, rediscovered a love of reading through Mr. Bond’s library and found a calmer, more imaginative world between the pages of a book. Another parent noted that their child’s writing has grown significantly over the course of the year, with thoughts becoming more organized and ideas explored with greater depth. Mr. Bond also provides resources for additional learning, maintains strong communication with families, and keeps his classroom open for students who want extra time and focus.
One student nominator put it simply: Mr. Bond is their favorite teacher at Sowers because he is genuinely passionate about what he teaches and that passion is contagious.

Through his rigorous curriculum, investment in student growth, and commitment to making learning meaningful, Dennis champions Academic Achievement, Supportive School Environments, Engaged Community, Responsible Use of Resources, and Leadership Development. In doing so, he exemplifies the HBCSD Learner Profile traits of Resourcefulness, Self-Awareness, Caring, Responsibility, Curiosity, and Global Consciousness.

Melanee Chapman, Health Technician, Sowers Middle School

Melanee Chapman is recognized for the compassionate, steady presence she provides for students, staff, and families at Sowers Middle School. As the school’s Health Technician, Melanee is often the person students turn to in their most vulnerable moments, meeting each of them with patience, warmth, and genuine care.

Nominators describe Melanee as one of the most caring and compassionate people on campus. Whether a student is feeling unwell, stressed, or simply in need of someone to listen, Melanee consistently shows up for them, handling every situation with kindness, professionalism, and grace. Students know they can trust her, and the sense of safety and belonging she fosters is a meaningful contributor to the supportive school environment at Sowers.

Her impact extends well beyond the health office. Colleagues describe her as reliable, selfless, and always willing to go above and beyond, putting others first without hesitation. She offers reassurance in stressful situations, checks in on the people around her, and brings a quiet but powerful sense of steadiness to her campus community.

Melanee models the “Caring” HBCSD Learner Profile trait through her compassion, reliability, and dedication to the well-being of every student and colleague she serves, thereby fostering Supportive School Environments and an Engaged Community.
These three honorees remind us that the strength of HBCSD comes from the dedication of individuals across every role and campus, each contributing in unique and irreplaceable ways to support student success and a thriving school community. As we close the inaugural year of the Shoreline Standouts program, we are grateful to every employee recognized and to the countless others whose quiet contributions make HBCSD extraordinary every single day.
