What is the Expanded Learning Opportunities Program (ELOP)?

HBCSD participates in the Expanded Learning Opportunities Program (ELOP). “Expanded learning” means after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of students through hands-on, engaging learning experiences. This program is intended to support qualified TK-6th grade students with free after school, intersession, and summer programs for a minimum of 9 hours of care each day (which includes the full instructional day).

To qualify for ELOP, the student must be part of our Unduplicated Count which includes: students who qualify for the Free and Reduced Meal Program (via income verification); are Foster Youth/Homeless; and/or are English Learners. 

What does it mean for HBCSD?

HBCSD offers in-person after school expanded learning opportunities at each of our 8 elementary and middle schools. All TK-6 students who qualify will be offered these opportunities for 180 days that students are in session and at least 30 non-instructional days outside of their regular school year free of cost. This program is intended to support students for a total of 9 hours inclusive of the school day. 

How does HBCSD implement this program?

On HBCSD’s 180 instructional days, we must provide in-person after school expanded learning opportunities that when added to daily instructional minutes are no less than 9 hours of combined instructional time and expanded learning opportunities per instructional day:

Core Instructional Day (includes recess/lunch)  +  Expanded Learning (after school) =  9 HOURS

For at least 30 non-instructional days, during intersessional periods, no less than 9 hours of in-person expanded learning opportunities per day. We will provide ELOP services after school (not before) for the minimum of 9 hours total via our providers. 

Returning Students

ELOP eligibility is reviewed on an annual basis. All families must re-enroll in the program each school year. If your child meets eligibility criteria, they will be invited to enroll in ELOP in late May/early June. Please watch for an email titled “Invitation to FREE After-School Program” from Huntington Beach City School District (educationalservices@hbcsd.us).

New Eligibility Enrollment for 2026-2027

For any student who does not receive a qualifying email invitation in May/June for the summer 2026 and 2026-2027 school year, newly enrolled students (attending HBCSD anytime after September 1, 2026) will be eligible after state certification of eligibility typically in mid-December. Official invitations for these TK–6 students will be emailed soon after that data is certified.

However, if a student enrolls at any time during the year and clearly meets any of the unduplicated student criteria, we highly encourage the family to contact EducationalServices@hbcsd.us right away to inquire about immediate program availability.
