Huntington Beach City School District (HBCSD) collects developer fees, also known as school impact fees, on applicable residential and commercial/industrial construction within the District's boundaries. Developer fees are used to fund school facilities needs associated with new development.
Developer fees must be paid, and the required school district clearance obtained, prior to the issuance of a building permit for applicable projects.
Developer Fee Justification

Developer fees must be paid, and the required school district clearance obtained, prior to the issuance of a building permit for applicable projects.
On May 12, 2026, the Huntington Beach City School District Board of Trustees adopted Resolution No. 14-25/26, approving the District's Developer Fee Study and authorizing an adjustment to Level I developer fees.

Developer Fees for Residential and Commercial Construction
Effective July 22, 2024, residential developer fees are $3.28 per square foot of habitable area for all residential construction and $.53 per square foot for all commercial and industrial construction. All fees are calculated per square foot of assessable space determined by the local building department for all commercial/industrial and residential construction. Fees are due before the issuance of a building permit.
Developer Fee Online Portal
Huntington Beach City School District is proud to partner with Facilitron to provide an easy-to-use online portal for registering and paying developer (school impact) fees. You can register your project and pay developer fees from anywhere. Please visit the Facilitron website to use the new portal.
This third-party portal allows you to create and submit projects, upload forms and information, calculate fees, and conveniently pay online by credit card, ACH (electronic check) transactions or by mailing in a paper check.
Once submitted, paid fees will be verified by school district staff and a Certificate of Compliance (COC) can be issued.
HBCSD will continue to accept requests during office hours at the District Office located at 8750 Dorsett Drive, Huntington Beach, CA 92646.
