Dwyer Middle School Earns Gold PBIS Recognition for the Second Year in a Row
Supporting students’ social, emotional, and academic growth is essential at Huntington Beach City School District (HBCSD). This commitment is carried out through the Positive Behavioral Interventions and Supports (PBIS) framework, a research-based, multi-tiered system that fosters safe, predictable, and engaging learning environments.
We are proud to announce that the California PBIS Coalition has once again recognized Dwyer Middle School with the Gold Implementation Award for 2025. This honor celebrates Dwyer’s dedication to high-fidelity implementation of PBIS across all levels: schoolwide systems for all students (Tier 1), targeted supports for some (Tier 2), and intensive interventions for a few (Tier 3).
Gold certification reflects more than strong Tier 1 foundations; it highlights the school’s effective, data-driven Tier 2 interventions that have produced measurable improvements in school climate, such as reduced office referrals, fewer suspensions, and stronger attendance. Last year, Dwyer continued to track student behavior data closely to identify needs and implement small-group Social Academic Instructional Groups (SAIG). These groups targeted areas such as self-control, attendance, executive functioning, motivation, and social skills.
One example, the Academic Success Group, met twice a week to support students in developing study habits, organizational strategies, and goal-setting skills. Through interactive lessons and real-life applications, students build confidence and consistency in completing assignments, preparing for tests, and managing their time.
Additionally, Dwyer provided targeted support for students receiving developmental reading and specialized instruction in English language arts. These efforts led to measurable growth, with students increasing their Renaissance STAR Reading scores by an average of 3%.
Dwyer’s success lies in creating a campus culture where students thrive within clear expectations and predictable routines. Teachers use visual supports, structured routines, and accommodations such as extended time or quiet spaces, ensuring equitable access to instruction for all learners.
Positive reinforcement remains a cornerstone of the program. Through the “Jr. Oilers Live and Learn with GRIT” initiative, students practice Gratitude, Responsibility, Integrity, and Tenacity. GRITcoin, GRITbands, and other recognition systems reward students for positive choices and allow them to participate in raffles, pop-up events, student store experiences, and community partnerships.
Social-emotional learning (SEL) is also embedded, equipping students with tools for emotional regulation, social skills, and conflict resolution, further strengthening the PBIS foundation.
“This recognition is a testament to the dedication of our entire community,” said Principal Dave Okamoto. “Being the new principal at Dwyer, I am impressed by the strong foundation and history of success here. Our students, staff, and families have embraced a school culture centered on GRIT, and the PBIS framework continues to align with HBCSD’s strategic plan and learner profile, preparing our middle schoolers to meet challenges and thrive as young adults.”
Dwyer has earned PBIS recognition every year since first achieving Silver in 2019, with Gold achieved for the second consecutive year.
