School Report | Smith Elementary School
Smith Elementary School will present updates on their school activities.

Mid-Year LCAP Report
The District will present the mid-year update on the Local Control and Accountability Plan (LCAP) and budget overview. This annual update informs the community about our progress toward our goals and investments.
The report will include:
- Midyear Outcome Data – A review of progress on key metrics outlined in the current LCAP.
- Midyear Expenditure and Implementation Data – An update on spending and implementation efforts related to LCAP actions and initiatives

HVAC Safeworks Report
The District is upgrading HVAC systems at Eader, Peterson, Smith, and Dwyer and has engaged Safework Construction Management to oversee project implementation and compliance.
Safework will provide a report on project design, construction progress, closeout plans, and financial updates.

Authorization to Utilize CMAS Contract for HVAC Equipment
The District plans to use California Multiple Award Schedule (CMAS) Contract No. 4-21-10-1072, Supp. No. 4 to purchase HVAC equipment from Carrier Corporation. Established by the California Department of General Services, this contract allows the District to procure necessary equipment without competitive bidding, ensuring a cost-effective and efficient process. The Board is recommended to authorize the contract’s use, valid through May 31, 2025, with expenditures based on available budget appropriations.

Approval for Procurement of HVAC Equipment for Eader and Peterson
Following a 2018 feasibility study and the Board’s February 2024 approval of design services for HVAC upgrades, the District is moving forward with equipment procurement for Eader and Peterson Elementary Schools. Due to new Senate Bill 1206 (SB 1206) refrigerant requirements effective January 1, 2025, purchasing equipment from existing manufacturer stock is necessary to meet the summer 2025 installation timeline. The Board is recommended to approve this procurement, with costs totaling $410,465, funded by the Special Reserve Fund for Capital Projects.

Resolution No. 10 24/25 – HVAC Upgrades & Preconstruction Authorization
The District is initiating the preconstruction phase for HVAC upgrades at Eader, Peterson, and Smith Elementary Schools and Dwyer Middle School using the Lease-Leaseback (LLB) project delivery method. This method, authorized by the Education Code, allows preconstruction services, design review, and value engineering. Construction will begin upon approval from the Division of the State Architect (DSA) and the Board of the Guaranteed Maximum Price (GMP).
Following a competitive solicitation process, the District has selected Construct 1 One Corporation as the contractor. The Board is recommended to approve Resolution No. 10 24/25, awarding the project an estimated GMP of $10,500,000 and authorizing preconstruction work for $4,250, funded by the Special Reserve Fund for Capital Projects.
