Gifted and Talented Education

In accordance with the Board’s philosophy to develop the special abilities of each student, the Huntington Beach City School District has provided a program in Gifted and Talented Education for qualified students since 1971. Students in grades two through five are offered the option of a “cluster” program in their own school, or the “centered” program at Peterson Elementary School. Parents may choose the cluster or the centered program.

The centered program offers uniquely appropriate units of study beyond the regular curriculum. Students are grouped by grade level and receive differentiated instruction in all curricular areas. In the cluster program, students attend their neighborhood school and are grouped by grade level within a specific class. Instruction is differentiated using depth, complexity, acceleration and enrichment. Students enrolled in the GATE program are expected to complete projects and reports that reflect higher level thinking skills.

Students are tested during January and February for placement into the program the following school year. Students may be assessed a limit of two times during the course of their elementary school career in grades 1 - 7. The grade levels selected for a student's assessment to qualify for the program should be dependent upon the student's development level and school performance level.

Our identification procedure incorporates multiple measures, including analysis of:
  • Performance on the Otis-Lennon School Ability Test (OLSAT)
  • Teacher Inventory of Gifted Characteristics
  • Most Recent Statewide or Standardized Assessment
  • Achievement in English Language Arts & Mathematics (demonstrated by advanced performance on District year end assessments and report card)

Parents are highly involved in supporting our GATE classrooms and program.  A new GATE Parent Organization (GATE GPO) consisting of parents of GATE identified students, teachers, administrators, and staff serving HBCSD GATE students, was formed in the spring of 2016.  All parents of children currently identified GATE and attending HBCSD schools are considered members-at-large of the GATE GPO.  Additional information about the GATE GPO, future meeting dates, and officer's contact information can be found further down on this page.
